About Universal Basic Education Commission

The Universal Basic Education Program was introduced in 1999 by the Federal Government of Nigeria as a reform program aimed at providing greater access to education and ensuring the acquisition of quality education all over Nigeria. It was created to substitute the National Commission for Mass Literacy, Adult and Non-Formal Education, and the National Primary Education Commission (NPEC). 

It was officially given the name Universal Basic Education in 2004 by the Federal Government of Nigeria. This body is backed up by the UBE Act 2004. Quality and Equity are the fundamental goals of the Universal Basic Education program. The Act (p. 29) defines basic education as:

“Early childhood care and development education, nine years of formal education, skills acquisition programs and the education of special groups which includes immigrants and nomads, women and the girl-child, street children, almajirai and disabled groups”.
