The International Rescue Committee (IRC) is seeking a MEAL Officer to join our team in Yola, Nigeria. The MEAL Officer will play a key role in monitoring and evaluating our USAID’s Opportunity to Learn (OTL) project, which aims to address the education needs of out-of-school children and youth in Borno, Adamawa, and Yobe states. The ideal candidate will have experience in monitoring and evaluation, as well as strong technical skills in data collection and analysis.



  • Implement baseline, midline, and endline evaluations, as well as MEL data collection, particularly focusing on literacy and numeracy assessments.
  • Conduct training for OTL staff on the MEL system, performance indicators, and data quality assurance.
  • Participate in project review and learning sessions to improve program effectiveness.
  • Ensure data collection tools are standardized and used appropriately to meet organizational and donor requirements.
  • Conduct routine monitoring visits to project locations and support the conduct of Teacher Classroom Observation (TCO) across sites.
  • Facilitate collaborative learning sessions and perform statistical analysis on collected data.
  • Support the establishment and maintenance of project information management systems.
  • Contribute to monthly and quarterly reporting by providing verified data.
  • Provide technical training to project staff and partners on data collection and management processes.
  • Perform other duties as assigned by the supervisor.



  • Degree/diploma in statistics, computer science, or related field.
  • At least three years of experience in monitoring and evaluation preferred.
  • Proficiency in data collection tools such as Kobo Collect, SurveyCTO, and statistical packages like STATA and SPSS.
  • Experience in report writing, facilitation, and communication.
  • Ability to work independently, think analytically, and solve problems.
  • Familiarity with education programming, particularly with USAID grants, is advantageous.
  • Fluency in English and Hausa required; additional languages spoken in Adamawa state are a plus.
  • Professional competency in Microsoft Office applications.
  • Willingness to travel to project sites as needed, approximately 60% of the time.
